This not only refers to the economic factors but to the overall environmental situation and the overall desirability of the region as well. Sustainability can only be achieved when as many enterprises and industries as possible improve their economic and environmental performance.

In many countries of the world environmental legislation is becoming more complex. Modern environmental legislation will be a key factor for future international competitiveness. Complex legislation requires good communication between the different participants. The municipality shall not only promote Environmental Management in order to accelerate its sustainable development but should also play an active part in order to improve communications with local enterprises – in fact the municipality is the cornerstone of the project. Through these means legal compliance can be facilitated successfully.
