The Project was aimed to record, analyse and increase the reliability of all data relevant to environmental quality in the Dongying area. The information forms the basis for the identification of those companies principally responsible for pollution.

Within the EPB a section was established to support enterprises by implementing Cleaner Production Technologies (CPT) to abate pollution. Model activities have been undertaken to raise environmental awareness of decision makers as well as of the public (information boards on environmental issues, organisation of workshops, documentaries etc.).

The following activities were implemented:

• Strengthening of EPB's laboratory to enable it to monitor levels of water, land, and air pollution effectively, through a process of training and management consultancies
• Construction and installation of stationary measuring instrument equipment to monitor air quality in the region
• Training and qualification of EPB laboratory staff in the recording and analysis of samples, as well as in the initiation of environmental planning activities
• Elaboration of a quality management system according to ISO 17025 within the monitoring institute of the EPB
• Training of EPB staff in Cleaner Production auditing techniques
• Introduction of Cleaner Production techniques in local enterprises (SMEs) for pollution abatement (chemical, petrochemical, textile, wood processing and pulp and paper)
• Establishment of an information exchange network on Cleaner Production within the industrial sector
• Strengthening the activities of the EPB in the field of environmental awareness raising of decision makers as well as of the public
• Organisation of four information study tours to Germany , Netherlands, Belgium

• Application of management know-how in the administration of laboratory services
• Development of Cleaner Production techniques for SME
