| The Government of Tunisia has reformed its vocational training policy in the last few years, thus encouraging future "dual" vocational training systems. Further, the Government has taken measures to promote self-employment (due to the fact that the unemployment rate among young people is very high) and wants to include an entrepreneurial aspect into the vocational training system. This approach is based on the GTZ-developed programme CEFE (Creation of Enterprises - Formation of Entrepreneurs). During the first project phase the goal was to develop and to integrate entrepreneurial aspects into the curricula of the Vocational Training Center (VTC) in Kasserine. The project offered business start-up programmes for the graduates of that VTC and to other adults in that region. After the successful completion of the pilot scheme the project concept was extended to 5 other VTCs. The programme for the adults was extended nation-wide.The project goal for the present phase is the integration of entrepreneurial competencies into the national vocational training programme and the promotion of business creation and employment.
